    APMA is deeply saddened by the passing on February 7 of Harry Goldsmith, DPM, after a battle with cancer. Dr. Goldsmith was a noted coding expert and a consultant to the APMA Health Policy and Practice department. His vast knowledge of coding was instrumental in the development and evolution of the APMA Coding Resource Center, and he supported APMA’s RUC and CPT initiatives, committee activities, and other efforts.

    APMA's Bylaws and Procedures Committee has drafted proposed changes to the bylaws, which would be considered by the 2018 House of Delegates and enacted by procedures modifications at the 2019 House of Delegates meeting. APMA is seeking feedback from members on these proposed changes. Feedback is due November 30, 2017.

    APMA celebrated a major advocacy victory this week when CMS withdrew proposed rule CMS-6012-P, which would have required previously exempted, qualified practitioners including podiatrists to obtain additional certification and licensing to furnish and fabricate orthotics and prosthetics.

    On August 10, the DME Medicare Administrative Contractors (DME MACs) updated its previous guidance on Healthcare Common Procedure Coding System (HCPCS) A5513. The latest joint bulletin from the DME MACs clarified that the A5513 insoles must be made from a direct molding of patient’s foot or a model of the patient’s foot.

    When ICD-10 was adopted on October 1, 2015, CMS instructed Medicare contractors to not deny claims billed under the Part B physician fee schedule through either automated medical review or complex medical record review based solely on the specificity of the ICD-10 diagnosis code as long as the provider used a valid code from the correct family. This policy will end on October 1, 2016.

  • CMS Announces MACRA Implementation Plan
    September 8, 2016

    CMS announced today that it will allow physicians participating in MACRA’s Quality Payment Program four options to comply with the first year of the law and avoid penalties. APMA, along with other physician specialties, have called on CMS to delay implementation and provide more flexibility in the program.

  • HELLPP Act Reintroduced in 114th Congress
    March 4, 2015

    HR 1221/S 626, The Helping Ensure Life- and Limb-Saving Access to Podiatric Physicians (HELLPP) Act, was introduced to the 114th Congress on March 4 by US Sens. Chuck Grassley (R-IA) and Charles Schumer (D-NY) in the Senate and US Reps. Renee Ellmers (R-NC) and Diana DeGette (D-CO) in the House. The bipartisan HELLPP Act includes multiple comprehensive reforms that will enable podiatric physicians to continue to save lives, limbs, and health-care dollars. The net result of implementing these common-sense provisions would be significant improvements to patient access to quality foot and ankle care and tremendous savings for the Medicaid and Medicare programs.

    DME Medicare Administrative Contractors (MAC) published a notice stating that all four jurisdictions would be delaying implementation of recently finalized local coverage determinations (LCD) for pneumatic compression devices (PCDs). The scheduled effective date was November 1. DME MACs have not published a future effective date. These LCDs would have prevented podiatric physicians from prescribing PCDs regardless of the scope of practice in their respective states. The current LCD and related policy article will remain in effect.
